The problem is that humans are motivated to avoid punishing other humans. If a thief gets his hand cut off, what’s to stop your hands from getting cut off? If we start prosecuting government employees, how could the rest of them even do their jobs knowing they will be held accountable for their actions?

Look at what happened to the nazis after WWII. We took their scientists and gave them fucking careers. We took their soldiers and welcomed them to emigrate. They took their politics and policies from us, so we already had that here.
