They are purposely unidentifiable. We have no idea if they are police, if these are surplus police equipment that they were given, or if they are just posing as police and bought everything they are wearing from an unofficial source.
What concerns me, aside from all the obvious, is that with them cosplaying as cops, people will trust cops even less, leading to more dangerous interactions everywhere.
