Did you miss the part of the extended video where she waves along several ICE vehicles that get past her without issue and without even having to turn? One ICE vehicle, after several have already passed, decides to stop and surround her vehicle. She was not impeding them at all.

That is still impeding. Impeding doesn’t only mean completely stopped / blocked or prevented.

Existing in proximity to ICE agents is impeding their operations only because the knuckle-dragging morons are incapable of leaving well enough alone. They could literally have just ignored her and it’d be as if she wasn’t even there.
