It’s “less lethal” technically, they can 100% kill people. Also this is a textbook example of what they’re trained not to do (of course I’m sure he won’t even be talked to, but) they’re supposed to have more distance and bounce them, he intended on the possibility of blinding or death doing it that way, not “oops.”
