I can see the appeal for it in apps like F-Droid and Briar where you might want to share an app that may not be available because of an Internet outage (accidental or deliberate).

I believe RetroArch does support NetPlay with most of its emulators.
Do you have a custom firmware (CFW) on your 3DS? You’ll need a homebrew software called Checkpoint or JKSM to export it.
At least the code is open source…
So far I’m okay with RetroArch.
